The Solid Waste Component of the Program North II covers the densely populated provinces Ha Tay with 2.6 M inhabitants and Bac Ninh with 1 M inhabitants. They are surrounding the capital Hanoi.
Special attention is paid here to the cities of Ha Dong and Son Tay in the province Ha Tay (Ha Tay province is accordingly divided into a southern and a northern part) and to the city of Bac Ninh in the respective province. The project areas are characterized by intense agricultural land use and a rapidly growing industrial sector.
The objective of the project was to protect public health and the environment in the project areas by introduction of an improved Solid Waste Management system.
The project was divided into 2 phases, namely the site selection phase and the feasibility phase.
Objective of the site selection phase was the determination of an appropriate site for a waste treatment centre and the approval of that site by the related authorities.
The feasibility phase was divided into 2 steps. The first step was the elaboration of a concept study for a time horizon of 20 years. Out of the concept design a German-Vietnamese investment project had to be defined and scrutinized in more detail in the second step, the feasibility study.

Tasks carried out by ICP:
- Assessment of present solid waste disposal facilities and problem analysis related to technical, environmental and economical aspects.
- Survey of project related legal framework and environmental standards and constrains on national and European level.
- Site identification and selection with regard to waste disposal facilities (landfill site, including leachate treatment plant) under technical, economical, and environmental aspects for three areas.
- Conceptual design for a new waste disposal facility for Bac Ninh and Ha Dong on master plan level with a planning horizon of 20 years.
- Definition of first priority measures for existing disposal site of Bac Ninh.
- Technical design and presentation of new landfill and leachate treatment facilities for Bac Ninh according to international and Vietnamese Standards on construction design level. (including structural and geotechnical analysis)
