Over the last two decades the Greater Tunis Region has experienced a rapid urban and demographical development which has brought about an increase in the production of urban waste. The management of this waste needs urgent action at all levels: collection, transport, recycling, treatment, elimination, supervision and control.

For the entire region of Greater Tunis, covering an area of 1,200 km² with approximately 2.2 Mio inhabitants only one basic landfill for disposal of municipal solid waste at Djebel Chékir was available since 2000.
Therefore ANGed, the agency responsible for waste management in Tunisia, decided to establish a new state-of-the-art waste management system for the area of Greater Tunis.

Within the present project IGIP, ICP and their partners prepared a feasibility study for the management of solid waste in the Greater Tunis region including 4 governorates, affecting 2.35 million inhabitants. The study covers technical, financial, institutional and socio-economic aspects.

Technical aspects: Collection, transport, transfer, pre-treatment and disposal of household waste, hospital waste, inert waste, non-hazardous industrial waste, sludge from waste-water treatment plants, from abattoirs and small but hazardous household waste

Financial aspects: Financing, pricing, carbon certificates

Institutional aspects: Inter municipality, administrative and political organisation, participation of the private sector

Socio-economic aspects: Impact on the underprivileged sectors, integration of informal sector

The feasibility study also covers the selection of a landfill site (topographical survey, drilling surveys and geological and hydrogeological studies etc.) and the design of the landfill and the bio-mechanical treatment plant at feasibility level. It also covers the selection of the sites for 17 new transfer stations and the rehabilitation of three existing stations (topographic survey, drilling surveys and geological and hydrogeological studies etc.) and their design.

The consultant also carried out the environmental impact studies for the landfill, bio-mechanical treatment plant and the transfer stations.

The consultant furthermore carried out all detailed design studies, prepared the drawings and drawn up the international tender documents according to FIDIC Conditions of Contract for the construction of the new landfill and the bio-mechanical treatment plant as well as for the transfer stations.

The consultant has been entrusted with the preparation of the feasibility study for an independent sludge storage facility on the Kabouti landfill site, which  consists of evaluating the quantity of sludge that needs to be disposed of and defining the criteria for disposal by combining the sludge with household waste either by bio-mechanical treatment or directly in the landfill. The detailed studies and the tender documents are optional.
